I just had this issue after restoring a Reflect backup. The PC originally had a digital licence linked to my MS account. After an hour or so the PC appeared as activated. During that time I tried converting my account to a user account then back to a MS account to reset the credentials. I dont know if the successful activation was due to me doing this or just needing to wait long enough for the MS activation servers to recognise the restored PC.

seems like nothing happens if i double click on the diagnosis tool..
I have already tried it but it just hangs @ 0% and then says that windows couldn't connect to their own servers.
Your licence files are corrupted (most likely permissions - access denied errors probably)
We had a few of these ( usually after a recovery from the OEM partition)
It's not easy to resolve as there are no errors thrown.
I'm thinking you need a clean install, if not, try the upgrade-install from an official ISO and see if at least some components can get started and provide a clue to where it's breaking.

    Best of luck.

    Hi @Superfly,

in the old W7 days recreating the licencing file was a relatively simple operation
    rename token.dat file
on my >>Insider<< comp the file is still there but in a different place

    Any thoughts

Since Win 8.1 it gets re-written from a hashed copy (not quite sure how as I don't see it in WinSxS) if changed. It's thus protected.

Both the tokens.dat files in Windows\System32\spp\store\2.0 (pkey activated) as well as ProgramData\Microsoft\Windows\ClipSVC (MS Store/digital licence activation)

It doesnt seem to do anything if I click on activation. I just get a loading screen with some blue dots. Clicking on windows store says that it wont open with the build in administrator account.
Why are you using the built-in Administrator account? That account should be left disabled, without a password, in case you really need it for an emergency use. You should be using either a local account with administrator privileges, or a MS account login with Administrator privileges.

There is another possibility. It is possible by playing with Group Policies to make all administrator accounts behave as if they are the Administrator (and see the error 'can run this with the built-in Administrator') as Kari explained on another case....

.... by going to the "Local Security Policy" > Local Policies > Security Options and disabling:
User Account Control: Run all administrators in Admin Approval Mode
User Account Control: Admin Approval Mode for the Built-in Administrator account
    Kari's answer was...

By disabling the Admin Approval Mode for the Built-in administrator account, you in effect switched your local admin account to built-in admin account. It still is a local admin account but when running applications it runs all of them, without a possibility for you to change it, in elevated admin mode. That naturally makes it impossible to use Windows Store apps because they cannot be run as built-in admin, elevated
.App can't be opened using the built-in administrator account.

In this case we are dealing with a really important security policy User Account Control: Admin approval Mode for the Built-in-Administrator account which by default is in Not defined state, not used at all. When turned on, the default state of this policy is Disabled. This is clearly told in policy properties:

...As you can see, the policy when turned on in its default mode Disabled changes the way apps are run. All apps are run using built-in admin account, not user's own account which effectively blocks all UWP apps because they cannot be run with built-in-admin rights, elevated.
    Made a boo-boo - now can't run Sticky Notes

Why should the built-in administrator account be disabled? I have used it for years without problems.

P.S I can't create a new user because windows says MMC could not create the snap-in. I have searched MS solutions for an answer but they didn't give any that works.

Also, one more thing. I have W10 on my USB flash drive for installation. Is there a way I can make sure that the installation only contains the version of windows that my key works with?

Is it possible to downgrade the key from pro to home?

I really dont want to reinstall windows and start all over again.

I just tried formatting my usb flash drive and downloading the media creation tool again. Windows asks me to install windows 10 home edition, and my key only works for pro. I dont see any options to change it. I dont think reinstalling windows is going to help if windows keeps installing the wrong version.

Not AFAIK but if you remove the ei.cfg it should let you choose between Home and Pro. ? Wait or is it you'd need to put in a Pro ei.cfg ?? I need more sleep

Yes, ei.cfg is the key to bypassing the auto-detect of a 'Home' key in the PC's firmware. See:
Windows 10 never asks for a key during install
