Windows 10 Pro v1703 15063.674 "restart required to finish installing"

i already installed this update using the off-line method (windows10.0-kb4041676-x64_8dd145de3fc3b8ae42ec000c950c432580548b6e.msu) and i'm sure Window Update history listed as "Successfully installed" but now its saying "restart required to finish installing"!

    anyone else had this problem??

I am doing a clean install on a 2nd hard drive but i've changed a few things and so far i've not had the problem. Things i have changed are:

    (a) after installing servicing stack update (KB4022405) i rebooted before installing the cumulative update 15063.674. I figured may be that had something to do with the above problem i am having..

    (b) i discovered a new cumulative update released a few days ago..15063.675 so i am using that now. see https://support.microsoft.com/en-gb/help/4049370 notes say "This release is intended for Microsoft Surface Laptop audiences only" so not expecting much difference using it.

i've only rebooted a couple of times so far and Windows Update isn't showing "restart required to finish installing" so maybe my new install method has solved the problem. I still have Office 2016 to install.

If all goes well i will use this 2nd drive as my main boot OS.

UPDATE: have installed Office 2016 and have rebooted quite a few times and Windows Update not showing "restart required to finish installing". My hunch is that after installing servicing stack update (KB4022405) you have to "reboot" before installing the cumulative update.
