Figured it out, ended up being a registry setting.
In \HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Explorer,
there's a "SettingsPageVisibility" key that had the value "hide:windowsupdate".
