Unable to update - Error code 0x80070426

I was able to install updates when i did a clean install but not tried since. The last time it was able to check for updates was Sept 3, 2017. I see error 0x80070426.

    Modifications from the base install:
    - sysprep moved Users to a mechanical drive from SSD
    - SaferNetworking anti-telemetry run
    - Installed ESET NOD32 antivirus and COMODO firewall

    Troubleshooting done:
    - dism /online /cleanup-image /restorehealth (fails to download some files at 97%)
    - Reset my PC (generic error and fails)
    - sfc /scannow (Finds no issue)
    - startup repair (known error and fail)
    - Upgrade from install media (unable to run upgrade as a repair from the installation media error)

I also attempted to contact MS support via chat and phone which they requested I empty the software distribution folder which also did not help.

Windows defender also does not start the service with error 577, this seems to be due to my external antivirus being installed.

Is there a way for me to fix this or do I need to do a full reinstall and hope to not break it?

As all ready mentioned, you have ACTIVATION problems with your system!!

Try to uninstall (remove) COMODO (Defence+) Firewall service and shot down ESET (Windows Firewall & Defender will take over)
Reboot your PC and try to update without COMODO & ESET.

If the ACTIVATION error (0x80070426) comes up again - check that the SERVICE "Software Protection" is set to Auto start and
are running, - in Admin Tools - "Services".
