You may have dependencies that are corrupt.. run a diagnostic report to check for tampered files

Just a note, I tried slui.exe on my production machine with Version 1703 Build 15063.540 and it worked but had to be careful to close/cancel a blue panel that appeared over the panel desired.
Version 1703 Build 15063.540 here and slui runs just fine for me. It opens Settings > Update & security > Activation and then opens the "Enter a product key" panel that you would get if you clicked "Chang product key" on that page. Nothing happens unless you enter a key in that box and click next. Even then, it has to be a valid key. And even then, you have to click one more yes before it does anything. You'd have to work at it to un activate your system.

Keep in mind that I'm not trying to activate a key. I'm just curious as to why only slui 4 works for me.

Did you try what Superfly posted? "slui.exe 4" does nothing when I run it from an admin command prompt? Nothing I can see on screen anyway.

So you have my problem but in reverse. Slu1.exe 4 works for me. It pops up the 'Select your country or region' menu. I assume slui.exe 3 works for you?

Yes slui.exe 3 does the same thing as running just slui.exe.

I ran the advanced Diagnostic test and it came back clean. It ran in about a second so I don't think it is testing much. Just looks like it deals with product keys and such.

If you get slui 4 to run then it will probably get my slui/slui 3 to run. Let me know if you fix your problem and how you did it.

I don't actually have a problem per say? I can just go to Settings > Update & security > Activation > Change product key and change my product key the normal way. I do it fairly often actually. I switch from Pro to Education or Enterprise that way without reinstalling. What is the Settings menu slui.exe 4 is supposed to take you too?

ADT uses MS built-in diagnostics to test activation... if by 'clean' you mean no tampered items (and no event log errors) then there are non-activation files that are corrupted... running sfc may help to test integrity of those.

BTW: Slui.exe uses multiple switches (including error code checking)

slui 4 doesn't work for me either now. slui (and slui 3) take me to new settings which is useless - it just requests a key. I can't figure out how to get to the telephone activation that slui 4 did.

It should take you to a screen like this to do phone activation:

    Activate Windows 8 by Phone

It was quietly dropped in 1703 perhaps? It now just does nothing whatsoever.
