Another Update?
I just got the new update 2 weeks ago now I am getting a message that there is another update that I have to restart my computer for. Is this part of the creators update or something new?

Microsoft pushes out a new cumulative update every Tuesday. Most of those require a restart.
What version do you have at present? Is it 1607? Run Winver to find out.
What does your Update History show? Is there a 'Features update to Windows 10, version 1703' waiting to install? If so, that would be the Creators Update. If not, what updates do you see listed as ready to install?
I don't think so. The normal schedule is on the 2nd Tues of Month unless they have a good reason to issue and out of band update. There was an out of band CU on Aug 1. On Aug 8 there were 2 updates on schedule (CU and Flash). No CU update on Aug 15. Also on the 1st Tuesday of the Month is a scheduled Office updates. What update are you getting?

says 1703 and OS 15063.540 after todays update. I also got a message that says the update did not fully install after it was finished. Also the update history is gone. It showed a history before the update but now it is blank
It also says in windows update that my vice is up to date.
1703 is the Creators Update and 15063.540 is the latest build with the Cumulative Update of August 8, 2017 - KB4034674.
This begs the question of which update did not fully install. This should be listed in Settings > Update & security > Windows update > Update history. What KB number does it say didn't install?
Since the update today my update history is blank. I googled that and it seems the newest update removes the update history from your computer. I did check the update history right before I restarted my computer and at that time all the updates were listed. After the update they are gone.
The latest update for 1607 does have a known issue that it clears the update history, but this is only a problem for 1607. You say in post #5 that you are on 1703 so that does not apply. It may be that you have just been updated from 1607 Anniversary Update to 1703 Creators Update. The upgrade process will also reset the update history.
Do you now have a Windows.old folder? If so, what is its creation date? It seems likely on the balance of evidence that you have just been updated to the Creators Update.
The version before todays update was 1703 OS 15063.483. It is now 1703 OS 15063.540.
