    I haven't tweaked anything. That's the way it's been since I installed Win 10.
How did you install Win 10? Was it an upgrade from Dell's OEM W7/8? A clean install of Dell OEM Win 10? Or a clean install of a plain-vanilla Microsoft ISO? If an upgrade of any sort there could be an OEM Theme at play here.

A clean install of a plain-vanilla Microsoft 8.1 pro ISO. Then upgrade of Win 10 pro.
