Windows 7 PC's that activate via the SLIC table don't need to be online to activate. I think you have to activate online with Retail keys though? I used to know that stuff like the back of my hand at one point. How quickly the mind forgets things as you get older.

On Windows 7, retail key will attempt to activate online first. If that fails, you get the phone number screen to call with the Installation ID to activate it over the automated phone system. They also came out with a website activation system that they would send a link to your mobile phone to access where you would manually type in the installation ID and it would return the activation code.

If an OEM-COA product key was entered and it hit the limit for online automatic activation, the phone number screen would be presented and you would have to tell the computerized voice that it was in use on only one computer to get the activation code.

Always had to use phone activation with OEM COA keys. Even the first time I used it. I only done it a few times though. No choice if you don't have the factory OEM install media, and the owner never made the recovery media.

Anyway, I do believe Windows 7 has to be activated to do the free upgrade, and have Windows 10 activate. If you do an in place upgrade. If your clean installing just enter the key and cross fingers, lol.
