Hi Steve, you might want to check this list from Dell that list their computers and laptops that have been tested and approved for the upgrade to Creators. Mine is in the list, the manual upgrade was smooth.

You'll have to get used to it, I'm afraid. Rolling six-monthly upgrades are way of the future, apparently...
Windows as a service: Simplified and AlignedMicrosoft is aligning our servicing models with twice-per-year feature update releases targeting March and September, and 18-month servicing timelines for each release.
I haven't gotten CU/1703 yet, either. Still on 1607. Decided I wanted 1703, read that it's been available for 3.5 months, tried figuring out why I haven't gotten it yet. Thought I had "defer upgrades" enabled but it seems I do not. Anyone want to bet I come back in a year and still haven't gotten it? Always seems to work that way for me.
So, Judesman, have you received the Creators Update yet? I haven't even received the pre-Creators-Update update yet.
If one wants the CU the MCT download will give a choice of creating a bootable USB drive [8GB or larger] or an .iso file and either x86 32-bit or x64 64-bit. What I got last week was Version 1703 Build 15063.0. I chose to NOT get the updates during install then when finished checked for updates and got Build 15063.540. It worked fine on several machines running setup.exe from the root of the USB drive and on 2 I did the File Explorer Mount of the .iso file.
