Run disk cleanup (or just delete everything from C:\Windows\SoftwareDistribution\Downloads) and then reboot. It may give you an error as it can't find the upgrade files as you deleted them.

Check again for updates and it should find the new 16226 build.

After it has downloaded you may want to make an ISO before you try to upgrade. I had problems upgrading from 16215 to 16226 and had to use ISO in the end.

You deleted the Download folder in C:\Windows\SoftwareDistribution\? After deleting that folder and restarting the computer, when you check for updates build 16226 should download.

Something else to consider, I had to check my Insider Preview site and whether I was still on the Fast Ring as I hadn't gotten any offers of updates from 16199.1000, kept saying it was up-to-date. Somehow I had been switched to the Slow Ring so I changed it back to Fast Ring, rebooted and just a few hours later when checking for updates was offered 16226.1000, installed relatively quickly.
