Advised to delete so did it. Was only relating my experience just last week when Microsoft advised it violated the license agreement.

Yes, it is possible by using a Microsoft Account login and an up to date edition of Windows 10. See here:

Click on the link for "You recently made a significant hardware change"

Possible to move it, yes. But the factory install will be OEM, which as far as I know, is not transferable according to the EULA. The OEM key will also be forever embedded in the BIOS. Selling that key is not allowed.

Have a look at small business suppliers or other specialist hardware sellers - These will often treat the operating System as an option, just like the amount of ram, Etc.

It's more difficult to find in the Laptop market than in the Desktop but they still do occur - Dell, HP, ETc have always sold systems in this way for use in businesses who use Volume licensing but they only deal with quantity sales, but other small specialists may well be able to do you a suitable deal. If you decide to include an OS you can often specify an Retail version that may be re-used elsewhere or none and install your own.

Another option to look for is some suppliers in some markets still sell laptops with Linux installed or refurbished units with old OS installed that will not fell so bad to dump
