hi i ran a clean install of 1703. it solved the problem. could running ccleaner corrupt the windows update service? thank you

Good. I use ccleaner before updating my Macrium backup- no problems.
So now's the time to do just that- create a disk image to external storage using e.g. Macrium Reflect (free) option Backup, Windows Backup, and thereafter keep that updated by differential imaging (faster, smaller file).
