I had the same problem. My Update History showed KB4019472 failed to install nine times since 11th May.

I stopped and disabled the "Windows Update" service, rebooted, deleted everything in the c:\windows\SoftwareDistribution\Download folder.

Then rebooted again and enabled and started the service again.

The update is now shown as installed successfully. It took just a few minutes to re-download.

    1) While holding down the "Windows Key" hit the letter R. Type the word services.msc. Hit the OK button. Wait for it to load.
    2) Scroll down to "Windows Update". Right click on it and select Properties.
    Click the Stop button.
So it doesn't start up from now on, For Startup Type, Select Disabled.
    Click OK.

    1) Delete everything in C:\Windows\SoftwareDistribution\Download before you run the downloaded version to make room and make sure nothing is corrupt.
    2) Like my my install downfall, also make sure you have enough space to install it.

    Well that's good news.

Don't forget to re-enable Windows Update.

There is one way to shrink the component store even more than can be done by a clean up, potentially releasing several GB - but it comes at a price...

Using the /ResetBase switch with the /StartComponentCleanup parameter of DISM.exe on a running version of Windows 10 removes all superseded versions of every component in the component store...

    Warning
All existing service packs and updates cannot be uninstalled after this command is completed. This will not block the uninstallation of future service packs or updates.

    Can't install KB401972

Pjc123 solution didn't work for me; when trying to install the Cumulative update, I got :"Security Update for Windows KB4019472 is already installed". That is actually true, so I suppose they are different names for the same thing? This is an old PC although it seems I'm going to get "Creator". On my new laptop everything looks fine, no problems downloading and installing the update with the correct name.
    Thanks all for your help
