Cumulative update: KB401527 failed to install

Windows update shows it multiple times for today as failing to install. However, i was only connected to a non-metered connection for maybe 2 hours. Windows was checking for updates for that long. When I told the system to restart, it said it was preparing windows or something.. But when it restarted, it shows

Cumulative update for Windows 10 Version 1607 for X64 based systems 26 times as failing to install? It didn't even show it was available. However, on the previous metered connection several days ago (at home), it shows it about 10 times. The other connection was not metered, though i was downloading other things to update. Windows was simply showing that it was checking for updates for 2 hours......... How might I resolve this? I can only download windows updates away from home due to limited bandwidth where i live.

Hi JoshuaM

First off lets run the Windows Update Troubleshooter.

Windows key + S, search bar appears, type troubleshooting into search bar, troubleshooting appears at top. Click it, window opens, lower right side "Fix problems with Windows Update", click. Window opens, click on “advance”, click on Run as administrator, click “Next”. Should run clean. If not run again.

You can also download the update directly from the microsoft catalog. To install you stop the Windows update service and Bits, then double click on the file you downloaded. When you download get the right bitness (64 or 32) Once installed, reboot. The commands to stop the two services are, entered to Command Prompt(admin),

Net stop wuauserv
Net stop bits

Could you also please confirm your version and build number, click Start, Settings, System, at the very bottom of left column, click on "About".

Windows 10 Home, Version 1607. Build 14393.447

before i do any of the options, the event viewer says the following:

it keeps saying error

0x800f0816 failed to be changed to the staged state? a few minutes later, it said current state is changed.
target state is resolved. (windows update agent). that might be when i restarted my computer, or right before.

20 minutes later, it repeated the failure to change the state. so that could also be after windows prepared my laptop to install updates........ i am guessing to when the "resolution" and failure took place. it shows first resolution was 7 minutes after the first failure, then second failure about 13 minutes later. it did not log the 20 failures.

Wow. I can see you only update when you have facilities. Your build is listed as the Cumulative update from November 2016.

i didn't run it yet. yet it should be running whenever i have the "metered connection" turned off. since that is how windows 10 does it apparently. but it should not be stuck whenever the metered connection is turned off.

Sorry, you have to manually run the troubleshooter. It only runs on request. You can run it without any network.

Yes updates and Windows ability to download is controlled by Metered Connection.
