I see a few notifications that can be toggled off, but nothing that seems related to windows update, although theres a notification called security and maintenance, but windows wont let me toggle it off for some reason.
Yes, Security & maintenance and possibly Settings are the ones I would think you need to turn off.

Odd, it lets me toggle it off. Is it greyed out, or just won't toggle? If each app is greyed out, check that the main 'Get notifications from apps and other senders' is on. If you can't turn off individuals, can you turn off this 'master switch' for all notifications?

Or it could just be that with a restart thought to be needed you are temporarily disable from changing these settings...

I can toggle it off/on, Win 10 Pro. @Cerawy, I see you have Home. @Bree, can you toggle on both Pro and Home?

Yes, my main machine runs Home and that was where I tested it. Just tried in Pro on my test machine and I can toggle that too.

Do you see a 'some settings are managed by your organization...' message at the top of that page? If so, there's a group policy in place (Pro) of some registry tweaks that have the same effect (Home).

If not, it's probably the pending 'restart required' that has temporarily greyed it out.

I get the same message as on this picture right below where it says get notifications from these senders, but the option to toggle them on and off is greyed out on my computer.

Looks like you found an example to show us from another thread. Could you post a screenshot of that page as it appears on your own PC?

Have you ever used any 'tweakers' such as WinAero's one?

That may well be the cause of the greyed out options. I don't use it, but as I understand it WinAero Tweaker has an option to reset any of your tweaks back to your original windows settings. Look for relevant tweaks in the area of notifications or updates and see if removing any of them helps.
