It's a big deal if you are on a tight capped connection. Turning off metered connections doesn't just affect windows update, it allows all other apps to use the connection too. For example, Spotlight will download a new batch of images as soon as you turn it off.

Re 'What is the big deal': Just because there's a work-around (turning metered off and then back on again) doesn't mean there's not a problem.

This problem may be fixed after the 1709 update.

Yes, you're right. Thank you for reminding me I had opened this thread - it's time to mark it 'Solved'.

In fact, the fix in the Fall Creators update has addressed the other part of this issue too...

It's this that doesn't seem to be working as intended. I haven't yet seen anything download on a metered connection...

It now seems to be working as intended and I have seen updates that download over a metered connection...
