Bree, thanks for the response. I'll try the fixes first and use this option if all else fails. Granted I understand that installing the Creator update is not an ultimate fix. But we'll use it, just in case.
If KB4015438 failed to install on my system but KB4015217 was successfully installed and winver shows I'm at Version 1607 (OS Build 14393.1066) am I ok?
Not sure where we go from here, some updates have recently installed (attached) but KB4015217 KB4013429 and KB4016635 failed. Do I still need these? Will the new big update that's coming solve everything?

From the attached link your device is now trying to install the latest cumulative update KB4015217. You will see the other KB's you mentioned are previous versions. As the latest includes all the previous updates you only need the latest and that is what windows will try to install.

Your issue is that none of them will install. I think you system is at 14393.693 or KB 3213986 dated January 10, 2017. Could you please confirm.
You've run the trouble shooter with no success. You've run sfc, again no errors.
I think I would move on and try the repair / in place upgrade outlined in this tutorial. It will likely move you to the Creators release.
I would ensure you have a copy of your data backed up off the machine.

Yes 14393.693 version 1607 though I don't see a date with that.
On that link I gave you click on the KB. You will see January 10th.
There was another thread where a member suggested uninstalling all updates after this date. Myself I would move on to the Creator Release / Update.
