Have downloaded all the missing updates but none will install.

Please right click Windows key > Command Prompt
Type in: winver
Please provide the Version and OS Build that is shown.
To my understanding, KB4016635 has replaced KB4015438.
Also, try installing the update again with the App Readiness Service started, and also enable the Background Intelligent Transfer Service (BITS).

Looking at the rest of your suggestions now.
Your help is appreciated but sdaly it still hasn't installed. Do I stop those services now?

Which Update is the one you are trying to install now? KB4016635?
Are any errors showing up?
Once again, open: Command Prompt (Admin)
Copy and paste the command below, and press Enter to see a list of all installed Windows Updates:
To get a copy to the listing, go to the icon on the top left, right click, and select:Code:wmic qfe list brief /format:table
Edit > Select All
Edit > Copy

In a nutshell, Microsoft released previous updates that are half broken and thus any updates that superseded the broken ones wont install.
The solution is to remove the half broken ones that are already installed and let windows update then install the ones that supersede those half broken (because windows update automatically skips anything that was superseded).
Look at the list of already installed updates and filter by Windows updates only (like on screenshot I attach)

As far as I know from Anniversary Build 1607 14393.0 Clean Install what I have on screenshot is what Windows update Installed, On my wifes machine I had to remove KB401429, but in your case theres a previous update blocking that, so...
Look at your list and remove some previous updates that have been superseded.
You have to love Microsoft, they always find new ways to screw up and annoy the hell out of users.
