Dont think its an update, as such, Arabic language pack, OCR-ar-sa
So the next question what version are you running, Home---- etc?
Have you got that pack installed, if so uninstall it
REBOOT
try updating.
Next if your version supports language packs and you need it, repair corrupt table

Hi Roy, I don't have an Arabic language at all. I only have English (Australia).
I have Windows 10 Pro.
I am not exactly sure what to do with the spreadsheet. The content of the spreadsheet is all Microsoft-Windows-LanguageFeatures-Fonts-*.cab. Error however is the Microsoft-OneCore-DeveloperMode-Desktop-Package.cab?

As its an Insider Preview, in essence a Beta, we have to expect the occasional glitch or 2.
Yours apparently for some reason "believes" its had that language pack installed at some point and its still looking for it.

note tune-up tools/registry cleaners-including those in some Av's- should not be used on beta installs
As i said earlier Beta issues dont run from a known base, and in this case only its been superceeded allready
I dont think we will get to the bottom of it, so you might as well jump to the latest ISO- 15042.
MS certainly wont support it

ISO stil forces me to install fresh - it does not support upgrading. So I might as well wait till VS2017 is RTM and Windows 10 version 1703 is ready!

Just an update. When the Slow Ring new version got released, it had the same fate.

I just thought it was only for Fast Ring versions.
Patiently waiting for version 1703 to do a clean install...
Just saw others know...
Deleting C:\$WINDOWS.~BT fixed the issue for me.
At first C:\$WINDOWS.~BT could not be deleted so I rebooted to command prompt (Shift + Restart) and used rmdir /s C:\$WINDOWS.~BT to remove it.
