Yes. That's the Windows 10 setup program. When you double click it, so called Windows UAC (User Account Control) prompt will be shown because it requires administrative privileges. Simply click Yes to allow setup to start:
Do not panic when first nothing happens, it can take up to a minute for setup to start. Just wait patiently, when setup finally starts it is quite self-explanatory. Just follow the on-screen prompts / instructions.
If any doubts, if you do not know what to click or how to proceed, come back here and post your question. I just started setup from virtual DVD (ISO image) to be ready in case you need further assistance and can get screenshots fast to show you how to proceed, where and what to click :)

It may be that this default wasn't set in 10240 (I don't have a system image to hand for 10240 to restore and check). 10240 can certainly mount .iso files. If asked for the app to open them you should choose Windows Explorer. You may have to browse for it. It's C:\Windows\explorer.exe
What antivirus software you are using? Sometimes the AV application is preventing the upgrade, especially third party programs like Avast.
My next try would be to first disable / turn off both AV and Firewall, then run setup again.
