Exactly what I was looking for. Thanks!

Do you know if when running the setup.exe and it prompts to check for updates - will it only grab updates for 1511 or will it attempt to grab updates that would bring the OS to 1607?

It will eventually grab the update to 1607.

It will grab the most recent updates that apply to 1511. The latest cumulative update for 1511 is 'November 14, 2016—KB3198586 (OS Build 10586.682)' as listed here...

The Anniversary Update is another thing entirely. Even though it's named as a 'features update' it is would be more accurate to call it an 'upgrade'. It is a complete install of a new version of Windows. This will not be downloaded by the Setup for 1511, rather it will be downloaded later by the automatic Windows Update. It should not appear in windows update until (as I understand it) at least 30 days after you installed Windows.

You obviously have your own reasons for wanting to stay on 1511. Although Pro can defer features updates it cannot postpone them indefinitely. For that you need to hide the update. Microsoft provide a wushowhide tool that can do this, but you have to wait for the update to 1607 to be listed in windows update before you can hide it.
