Windows 10 source of individual updates

Hi we have Windows 10 IoT Enterprise LTSB machines on remote client sites which are connected to the internet via cradlepoint mobile with limited data plans.

Currently we have Windows Update is not triggering because of the mobile connection. We planned to download via Microsoft Update Catalog the critical and security updates, send it to the remote computer and install it.

However, most of the latest security updates are bundled together in the cumulative update:
    Cumulative Update for Windows 10 for x64-based Systems (KB3193519) Windows 10,Windows 10 LTSB Updates 9/23/2016 n/a 1022.8 MB 1072507762

which is 1gb and our data plan will not support it.

Is there another source of windows updates where we can download individual update?

    Hi,
Microsoft Windows and Office ISO Download Tool
    Windows 10 Update Archive

The first covers iso's, the second, updates - although it seems a bit behind.

    Thanks So Much!!

The updates I need are on the Cumulative Update (Sept 22, 2016) which is 1gb. Because this is the first time we will "turn on" the Windows Update (since the connection is mobile, there are no updates happening), I am sure it will exceed the data plan.

Do you know of any way of dissecting this cumulative update into the individual updates? ie based on the list in here:Security Bulletins 2016

Say I want to just get MS16-110. Is there a place where I can download individual updates? or is there a way for me to break this cumulative update apart into the individual updates?
