Is the computer in question using a wifi connection? Is the wifi set to Metered? There seems to be an issue with 1607 and having your wifi set to Metered. If this is the case with you, check out this thread.

Yes it is using a wifi connection and I do not use the metered function. I have also tried an Ethernet connection and still no go.
Can you confirm 'defer upgrades' is not selected in Settings?
Is there anything helpful in the event log?
