Try uninstalling your NIC and let it reinstall.

I did that several times and still no change in the situation. I am wondering if during the Anniversary Upgrade/Update if Windows 10 is using new drivers for the NIC. Everything worked fine prior to the Anniversary Upgrade, so I have no idea if Windows used new drivers etc.

Is the computer in question using a wifi connection? Is the wifi set to Metered? There seems to be an issue with 1607 and having your wifi set to Metered. If this is the case with you, check out this thread.

Yes it is using a wifi connection and I do not use the metered function. I have also tried an Ethernet connection and still no go.

Yes I did, went thru all the 7 pages. Most of the solutions were repetitive so it wasn't that bad.

There is nothing other than the 4 lines that have the # first. I checked my other computers and all the hosts file are identical

Can you confirm 'defer upgrades' is not selected in Settings?

Is there anything helpful in the event log?

Have a look at the Windows Update log
