Windows 10 won't update, tried all online suggestions I could find

@Paddy: I am really trying to understand your primary objective here?
You say you are on the earliest version of Windows 10 when you are actually on the latest (non-Anniversary) version.
You say you can't upgrade to the latest version (which is Anniversary) when the normal upgrade period has expired.
So, are you trying to repair your existing version (10586.494) dated July 12th, 2016 or are you really trying to upgrade to the latest Anniversary edition (14393.10) "after" the typical upgrade period has expired?
The reason for my concern is I see references to a clean install using an ISO without respect to the specific version being used. So, what would happen if Paddy tried to use the latest 1607 ISO to do a clean install under the current conditions? Personally, I think he would end up in a pickle...

I have once more downloaded & tried with the latest manual update file from Microsoft:

Updates for Windows 10 Version 1607
This time the process actually started and moved to the next step:

I have tried this with the very same file previously, numerous times, but the process always got stuck on 'Checking device compatibility'... now it passed that in a few seconds and moved to update process itself. The only thing I can think of, maybe the file I had previously downloaded was corrupt or another Windows bug kept it stuck at this step. So if anyone has the same problem - delete the update file You first tried with, download it once more and try updating again. This has worked for me, hopefuly the update will run smoothly and I will post back with more good news.

The update process went all right, finished completely, I clicked on restart... trouble is after restarting Windows just came back to its normal login screen, I logged in, but there was no notification that update is finished or anything... I looked in the settings but the version is still the same, nothing changed, also other problems still remain - refreshing is still not automatic.
I don't know what has happened, maybe I shouldn't have logged in after restart ?

I have started update for the 2nd time, now the Updating Windows gets stuck at Percent complete 99%
