It was several months back and it was never actually cured. I was using a work around for a while ... I could right click Start and gain access to all of the functions that I needed and only worked the main issue sometimes. After scouring the web for clues I was able to click the Start button w/o it just greying out and was able to access All Apps, Pwr, & File Explorer Then I noticed the 'failures to update' and been chasing that ever since. I've been thinking that time available I could rebuild the start page; I guess. Cortana's gone too and all the other features with a picture icon. I've just been building a text menu down the left hand side. Bottom line I don't believe I could remember the steps I took to get where got.

I just saw the posted Opt 2/3 reports and it looks like the issue is not corrupted files??

Yes, I realise that. But he still has issues. I am thinking we need to see a list of installed programs, and then perhaps do the repair install.

@tybee, have you ever used any anti-telemetry programs on this system?

The easiest way to provide a list of installed programs is using Ccleaner Free:

Nothing to do with the Windows Update problems, but these need to be updated:
    Java 8 Update 77 (I think it's at J8U91 now)
Malwarebytes AntiMalware (current free version is 2.2.1.1043)
    Mozilla Firefox v 43 (is v47 now)

Wise Registry Cleaner: the general consensus is registry cleaners are not necessary and actually do more harm than good in many instances.

Everything else looks okay to me, except Flash, or course.

If you don't know what anti-telemetry programs are, you probably didn't use one. They are supposed to stop the alleged "spying" Windows 10 does (debatable).

I'm not sure what else to try here, except a repair install using an in-place upgrade. You game? It's not bad. You mount the ISO you just downloaded from MSTech Bench, and run setup.exe from within your OS. All your files & programs remain intact; still, it's a good idea to have a system image, just in case.

Please read through the tutorial, watch the video and ask any questions before proceeding.

Hello just made this profile to give my 2 cents. History: Cortana search my stuff feature wouldnt work along with the radar page in the weather app and also contact support app i tried to reinstall the apps but it didnt work. Somewhere i was told to make a new user account and see if they worked. They did. This has happened several times to me. Accounts becoming corrupt after a windows update. Being OCD i decided to just do a refresh of windows 10 it worked fine until a few days and updates again. New account once again fixed it. This latest update also failed to install i did everything, disabling all non microsoft services via the msconfig services option, disabled all start up programs, antivirus and malware programs, nothing worked. Until i once again made a new user account -_- . Keeps happening i really hope they fix this during the anniversary update.

p.s if you get a corrupt account and start menu wont open you can press windows key + R and to open the run box and type in netplwiz to add a new account.

Also if you have ocd and want only one user folder you can enable built in administrator account with a admin cmd promt net user administrator /active:yes log into it and delete the old user and folder ( save files first if you need any) and create one with the same name. Hope it helps.

I decided to go with the repair install. I did notice when I mounted the ISO there was a setup.exe on the drive; is that all there is to it? I'll make a clone and get back with you before I do anything else. And many thanks for all this help, I'm sure appreciating it.

Okay. So, best to make an "image" of your operating system drive - all partitions - so you can put things back if anything goes wrong (although I've never had a repair install go bad yet, but there's always a first time, right?)

What program do you use? Many here in the forum use Macrium Reflect Free. But I'd definitely make an image, and not a clone.

Yes, basically, you right-click and mount the ISO, run setup.exe from within your current W10 OS, and it goes through the motions of what appears to be a complete install (and takes just about as long). Incidentally, I've used this method successfully to correct the problem of Start/Cortana/Notifications stopped working as well.

Good luck and let us know how it goes.
