Thanks for suggestion! I think they are dealing only with hardware problems, but still it's worth trying

It is a hardware problem - the drivers for your hardware are stalling the upgrade setup program. Your contract with HP is for the complete product, OEM OS and all the hardware.

Again I'm not sure whether it really stuck at all as I run it for may be 15 minutes, saw quite a slow progress (it reached 23 % or may be even more, don't remember for sure) and decided to do it at a later time, but now it has no install option at all...

If you interrupted it, unsurprisingly it failed - It s a bit like taking your car in for a service, and after the guys have done about a third of the job, you come and take away your car because you need it NOW. It breaks down and the guys put it back, make it safe and really don't want to work on it any more.

Plan ahead and expect the upgrade to take 30 minutes to 2 hours, depending on your hardware.

You may now need to download the setup ISO from Microsoft, rather than hope it will re-present itself as an upgrade.

Well, I see, thanks! Btw can I do this upgrade through Media Creation Tool by selecting upgrade this PC option? Will it do only an upgrade or reinstall Windows 10 clean? Actually what deters me from starting with this upgrade is that I heard that this upgrade deletes installed programs? Can it actually do it?

If this HP lap top is brand new, then I would try asking the techs at HP 1st, they can help you for free, with updating you to the latest Windows 10, as you are still covered under your warranty.
