Windows 10 Updates stuck at 99% and SkypeSetup.exe fails to download.

Hi, I have recently installed Windows 10 Pro 64-bit. And got few updates and installed automatically. But then the updates got stuck at 99%. Its been stuck for 4 days straight. Currently its trying to download, "Advanced Micro Devices, Inc. driver update for AMD Radeon HD 6450". But its STUCK at 99%.
    .
And also I cant Download SkypeSetup.exe file. from any browser, IE, Firefox, Chrome. And The apps from the STORE are also stuck. Later I found out that I am having trouble downloading the EXE. files. They always get stuck at the end, or at the beginning, or sometimes never even attempt to download.

I hope to get a quick response.

    Please Help.

    With kind regards.
    Thank you.

Hi have you run or tried any of the 4 listed in my Signature if you have not
Then start with the SFC Command
If it does not find or fix anything then do an in-place upgrade
Read through them first to make sure you understand them

I have done the recommended option for the SFC command just now.Windows 10 Updates stuck at 99% and SkypeSetup.exe fails to download.-capture-20160327-162144.jpgWindows 10 Updates stuck at 99% and SkypeSetup.exe fails to download.-capture-20160327-154831.jpg
It did not find any problem.
I restarted my computer and I still have the same problem with the updates.
I am giving the screenshots of the SFC command and followed by the Windows Updates .

    To Tamimzzz,
If you find the forum's tutorial a bit complicated or intimidating, try the way I myself use.....................

    Repair Install:

Use the Tech Bench ink and download the current ISO file
    https://www.microsoft.com/en-us/soft...brrWLRbagYCa0w

scroll down to Select Edition > click the pointer at the right and select Windows 10 ( 1st one on the list ) > click Confirm.
click the pointer and select Language > make sure you pick the same language the computer is now running > click Confirm
select the bit version, 32 or 64-bit. Make sure you select the same bit version as the computer is now running.
at the bottom, click the pointer next to Save > click Save As > navigate to a folder of your choice > click the chosen folder > click Save
The iso will start downloading to your chosen folder.
When it is done, go to that folder > open the folder > right click at the iso file > click Mount > click Setup.exe
    Installation will begin.
It will allow you to keep you files, settings and apps.
    No product key is required.
    Activation will be automatic.

    Tamimzzz,

Download the Windows 10 Pro 64-bit ISO file > burn it to a bootable DVD or USB > do a Clean Install.

*** Backup files you want to keep first before you do a clean install. ***

Hi again, I have done completely new Windows 64bit Setup. My PC is totally new now. But Still i am having the same problem. Later I figured out that the problem is not with my PC, because I tried connecting my Ethernet Broadband internet connection to a 4 different Laptops and another desktop. And found out that I cant download in those PC also.
Then I tried connecting to my neighbors Internet connection which is also a broadband connection from the same internet provide that I use. And astonishingly, everything worked fine. There was not a single problem.
So, I called my internet connection provider to see through this matter. They also cannot figure out the problem because every other internet lines they have provided to their clients are working just fine. Then they changed the IP address, but still the problem is there. Cannot download any EXE files or Windows Updates.

So what do you think the actual problem might be?

    Thanks.
