Yes, I think you're right. But, doesn't something have to be "installed", in order for him to be able to select it to "uninstall"? Just wondering if it's going to be a problem now.
And yes, the USB driver update needs to be installed from the normal desktop OS (not safe mode), or using C prompt, if necessary.

Running the Driver Update Utility wouldn't hurt, if we know what it wants to update. Assuming the Utility can read his chipset. It can't read mine.
