How do I get the latest December 4 Windows 10 update?

I am using a Dell laptop and it says I am up to date, but the last update was on 11/11/15 "Cumulative Update for Windows 10 for x64-based Systems (KB31052130)". How come I never got the December 4 update, I have another laptop that I use that updated, but not on this one.

Cumulative updates contain all prior cumulative updates, and the December 4th didn't install for many of us easily. There is a new update today, the 8th. See if that one will install, and you will be back up to date.

I got the updates today, but I am still on Build 10240 for some reason.

I talked to Microsoft again and they sent me a link to the update, It updated for about 2 hours like it did when I first installed Windows 10 and now everything is good didn't even lose any settings.
