Insider activation is flaky... I think with the convergence to GA their activation routines got messed up, but that's an opinion... theoreticaly an Insider should update from any new Insider edition and retain activation.
I think that a lot of the early digital entitlement activations got messed up on the activation servers, both insider and regular upgrades.
