Every time I do a Windows update and the updates come up for installation, they fail. I'm basically stuck on update KB3097617.

I have examined your CBS.log file. According to that file, the Windows Update Store had been corrupted and Windows tried an automatic repair.
For KB3097617 the log lists this update as installed and that already when it is first mentioned at 2015-10-22 19:05:51 as well as later at 2015-10-23 10:34:17. There must already have been installation attempts before these points in time.
You can do this: Stop the Windows Updates service, manually download the failing package from the Microsoft website, and attempt to install it manually. When it fails, copy and upload the cbs.log and then restart the WU service.
Windows Update currently does not say it would be corrupted (apart from a crashed session), but it has this one package more than 700 times(!) in its list. For the very first one of them, Windows Update says it would be installed, while it should only be staged (and nothing more than that). The others are either absent or staged (which is both not really good as they should not be there at all).
These facts given, I think that the Windows Update store still is corrupted. This might be fixable by resetting the update store.

I am asking, because the store now shows that it would be corrupt (and Windows will not repair it before tomorrow, not a joke) and it still lists the package around 700 times...
Reading your first log file, I noticed that there also was a problem with Adobe Flash Player updates not installing. You have not asked about that here, but in your latest log also this problem still is present.
That is strange. Executing this script should indeed remove all downloads and the next time Windows Update is running, it should display the missing updates, as if it had never seen them before.
Maybe someone else can comment on that?
Since you obviously don't get other answers here:
I think that running this script did not give the expected results. Maybe it helps to run the different commands separately on the command line. Each one of them should give you some response. Check that after running the del commands, the according folders are empty! Maybe that helps you figure out, what went wrong.
