What did you do, did you make a bootable USB thumb drive or a DVD Disc ? Option # 5 after you boot from the disc or Thumb drive https://www.tenforums.com/tutorials/2294-advanced-startup-options-boot-windows-10-a.html#option5
Not sure if this will work, but worth a try first, as other options of refresh but will loose installed software or try inplace upgrade second.
Do you know how to boot from it, select whatever you are using, Thumb Drive or Disc ?
Ok I made a bootable thumb drive I booted it Option # 5 and I' selected language and clicked repair this computer like it shows and now I'm at screen that says. Choose an option

It will not repair I have it resetting I really don't have anything on my computer I have been owning it 6 years but only used it for 2 it's been back in its box til about 2 months ago I hooked it up and I've had problems since. All my pictures, music, files and everything else is on an external
Could of also tried an inplace upgrade and not loose anything, as reset is like clean install, no going back to old OS after this unless had a Windows 7 or 8.1 disc. If could not get into windows as i was trying to understand your issue from other posts here, repair was my first choice, but if were able to get into windows eventually, in place upgrade best choice for now.If already doing a reset, so be it then, too late.

It won't reset either. When I tried repair it said could not find path specified 0x80070003
What i think originally now when you posted at first, you are stuck in repair loop (restart loop) as PC keeps rebooting. This error can be for many reasons, corrupted files and registry for one. When you tried to reset same error as repair ?
Do you ever get into windows were it boots normally ? Would not also rule out hardware issues,HDD. PC or laptop, make and model ? By using advanced options there was a selection for command prompt, can you get to that ?

I think my brother in law backed up my PC to my external when I put hooked it up a couple of months ago but he is offshore and I don't know how to use it or find the file and I'm scared to mess up my external
