    diskpart
    sel disk 0
    sel par 3
    set id=ebd0a0a2-b9e5-4433-87c0-68b6b72699c7
    gpt attributes=0x0000000000000000
    delete partition override
    sel par 2
    set id=ebd0a0a2-b9e5-4433-87c0-68b6b72699c7
    gpt attributes=0x0000000000000000
    delete partition override
    create partition msr size=16
    create partition primary
    format quick fs=ntfs label="Recovery"
    set id="de94bba4-06d1-4d40-a16a-bfd50179d6ac"
    gpt attributes=0x8000000000000001
    exit

    reboot andverify
    diskpart
    sel disk 0
    list par
    exit

and post the list par output

Watch the system response after each input and make sure that you select each line.
Some people don't follow that advice and ruin their structure
Your "old" WinRE is a WIN 7 one. So it will never update
Edit: spelling correction overide ==> override

    OK
I could pack it into one batch-file if it's too complicate for you. But I guess you can manage it
You could copy everything to notepad and then use cut&paste so that you are sure you get each line
