Quality Updates WON'T, all others DO

So, Windows Update works for everything except quality updates.
I've tried several CMD suggestions but keep getting errors below:

I've also tried doing the update from the catalogue (failed) and downloaded an ISO and referred to the path leading to install.esd (failed again)...
I'm probably in unchartered waters for me - but some of you will have steered the ship to shore... Can you offer me a lifebelt, please?
