It seems there's no option to format when I right-click on Recovery Partition.

That's because of id=27
Try to delete

sel disk 0
sel par 3

delete partition override
create partition primary id=27
format quick fs=ntfs label="Recovery"

Or try without id=27
create partition primary
it can be assigned later
