BUMP, 'cos the edit of the post didn't.
Run SFC again (since DISM fixed it) after a restart. You could attempt to run the update troubleshooter again.
Failing any of that, you could attempt a refresh: Refresh Windows 10 - Windows 10 Forums
Past that is beyond my expertise. Best of luck. Perhaps someone will be along soon to offer advice.
I used the WHDownloader utility to manually download the msu file for that update, but I actually held off because all of the updates numbered KB3081441-1449 have been suspect in one machine or other. I installed 1449 with no problem but I have heard of issues with 1448, but 1448 is a much larger and more expansive update.
SFC found and fixed 4 problems.
As far as I can tell you appear to have used incorrect syntax in the DISM command (the wrong drive letter).
Beyond that I have no real ideas
So, after quite some time, I backed up my computer files, and REINSTALLED to Windows 7.

Also, another problem.
When Win7 booted for the first time, it is just like this everytime.
1. Shows POST.
2. Win7 loads, but it's stuck on Starting Windows...
Any ideas about that? Also, I KNOW, this is Win10 forums, i should post this on Win7 forums, but i don't know in which subforum i should post this.
LOL - Even Safe Mode doesn't load, no files are being loaded. It just says Loading Windows Files. Please wait...
Surely that's not a hard drive problem, because it worked fine on Win10, just now this is doing something.
EDIT: Windows 7 isn't stuck on boot, because I can just Ctrl+Alt+Del and it will reboot.
