I have a tablet with Windows 10 on it, so I presume the license is OEM.
Can I transfer it to my Mac, where I want to run Windows 10 in Parallels? There seems to be a lot of conflicting advice on if you can or can't.

It depends on your definition of reliable.
Cheap keys come into 2 categories
1) consumer oem / retail keys of varying legality
a) genuine bargains - not a lot of those regrettably. Most are surplus oem keys.
b) dodgy keys that break MS Ts and Cs but usually work (a lot fall into this area)
These keys are often reused multiple times and may get blocked. However, they only need to work once to get a perpetual digital licence for pc you install it on.
c) outright scams
Fortunately not that common.
2) corporate volume licence keys
These should be avoided and do get blocked.
In the end, you take a risk but not a major risk. You need to be prepared to lose your investment.
Ultimately it is Russian Roulette.
People will say I use "ABCD" and never had a issue but that is no guarantee that you will not!
