    In
    C:\Windows\servicing\wrpintapi.dll

When you have downloaded all drivers (all three...) try to install them.

By the way, do you know your language in the PC, is it en-UK or en-US or something else?
In search type windows display language and click that do see what is your main language.

I picked the first package that was recommended on the Canon link and it installed them as well as far as I could tell as I had to agree to the rules etc.
    Language is English (UK)

I was thinking about the language in your windows, not the driver.
You may have to do a repair-upgrade with a ISO.
Then you need the correct ISO.....in either English International or ENGLISH.
English International is usually been used in UK and ENGLISH in US.

So, you have installed the drivers.....then restart the PC if you sure all the drivers you need may will be there.

You could try to direct update your Windows from Microsoft Update Catalog.
