PC fully offline showing auto-update during startup

So, this PC is completely offline. I removed the wifi card, disconnected the antenna and then uninstalled and disabled all network adapters and all 8 miniports in the device manager. I then went into the services.msc module and disabled all network related services, including the per-user services. The only network related software I didnt touch was the windows defender firewall and COM+. My computer should be 100% disconnected and unreachable through any wireless network, right? If so, then why was there an update during startup?

    EDIT:
I double checked the services.msc module and found Windows Update Medic Service was running although I am 100% absolutely sure that I disabled it on Dec. 6th, 2022. So perhaps this service activated itself? Then it tried to update windows but obviously couldnt reach the internet but went through the motions anyways.

    EDIT:
So then, how do I re-disable the update services permanently? Not possible? Do I have to delete the registry keys? Remove the .exes in File Explorer?

Ok - so have you ran the Services Manger (services.msc), then disable the Windows Update service and reboot the machine? And that wasn't permanent? (Microsoft probably got their secret alien identities to come to your computer, put in a wifi card and turn on updates!!! )

Yes, I documented every change that I made on my PC since reinstalling Windows 10 with personal mod notes, double checking everything. I already disabled a large number of services and then restarted my PC and then double checking that they were disabled properly. Once confirmed they didnt somehow reactivate themselves I could forget about it but obviously, one month later, UpdateMedic is running once again. Question is, why?

There are good and proper ways that are truly effective to disable Windows Update which have been described here many many many times. FREE.

No need whatsoever to disable lots of services. You would need to know exactly and precisely what you're doing to do that- and it achieves... nothing, but can lead to unexpected problems.

A useful hint is to find ways of working with Windows that mean you are not in there with a spanner and a sledgehammer.

Limit yourself to ways to tweak/modify that are unaffected by
    - any upgrade
    - an in-place upgrade repair install (same mechanism).
