As I noticed the (topmost) entry "Windows Update" in Dialog
Settings--->Update & Security
is on my Notebook with pre-installed Windows 10 HOME NOT available.
On another computer with Windows 10 PRO it is visible!
Is this a misconfiguration on my Windows 10 HOME notebook?
Or does HOME never offer this ?

Hi, history please: (so often not stated)
- have you previously seen W U in Settings on your Home notebook?
- if you did, what happened since then?
If you did, consider using a System Restore point.
Otherwise see:

N.B. if you read that carefully it does address Home too.
A more convenient and appropriate approach thatn trying to patch in the group policy editor into Home is to get a copy of
Policy Plus
a free version of the GP editor with a useful find feature.

As dalchina said, you ought to have that in your Settings. Home/Pro makes no difference.
I suggest that you look in the Registry Key described in
Hide or Show Pages from Settings - TenForumsTutorials
to see if that entry has deliberately been hidden.
- This Option does apply to Home.
- No third-party tools are needed for this check.
I don't know why a computer maker/seller would do this.
- Did you get the computer from a reliable source?
- Perhaps the computer maker/seller has user forums where you can ask if anybody else has had the same experience.

I guess its not a matter of SetVisibility but of a missing running service in background.

1. No response to my post - no history provided- no indication you've tried or might believe a System Restore point might help - and as you've provided no history, that gives no clue of whether it might.
You're really not helping either yourself or us.

If I had a history, I would have already posted it here. Then the problem would also be very easy to identify. And then I would have made already a system restore (if still available). The cause of the "Missing Update" is probably months ago. I had tried in the past a few settings to stop Windows updates. I had already written that.
As I already wrote, the solution from the link with the "Settings Page Visibility" in the Group Policy Editor does not help.
Of course I had tried that long ago, too.
The problem is most likely due to some update service that is not running. And I had already written that, too.
The reference to an in-place upgrade repair install is of course the atomic bomb I want to avoid. Then I might as well restore a one year old full backup of the system partition....
I appreciate your other helpful comments here on the forum and thank you for them. However, it is not true when you talk about vague questions and unanswered links. I have simply tried everything else discussed here already. Otherwise I would not ask again

Actually it's the opposite of what you state.
The in-place upgrade repair keeps all progs and data and most settings
- whereas
Restoring an image 1 year old would be destructive.
Before you do anything- please create a new user for test purposes.
Log in as that user.
If you still see the same problem, a general Windows repair may help.
If you don't, it probably won't.
If you have by any means tweaked your system (services, registry, some tweak tool) - this may account for your loss of the Windows Update screen.
Whether an in-place upgrade repair would resolve that - you can only try.
