Update error 0x80070246 then DISM error 582

Whenever I try to install any Microsoft .NET framework or even update Windows, I get an 0x80070246 illegal character error. Searching online I found that the best fix is to use DISM to repair the Windows Image, but that stops at 3.8% and returns error 582, also an illegal character error. I also tried running it from an install.esd from a mounted windows10.iso, but the exact same thing happened. I have uploaded a screenshot of the .net framework, windows update, and DISM error messages. Here is the DISM log. I am running Windows 10 Home build 19044.1706. All help would be appreciated.

I did everything exactly as the guide says until I got to step 4. When I tried step 4 this happened.

Hi, I assume you've done basic disk checks e.g. Hard Disk Sentinel (excellent) - good for SSDs too- and chkdsk c: /scan

    You could try
You need to mount the ISO and use this format

DISM /Online /Cleanup-Image /RestoreHealth /source:WIM:X:\Sources\Install.wim:1 /LimitAccess Where "X" is the drive letter where the ISO is located. Simply change the "X" to the correct drive letter
or try an in-place upgrade repair install which keeps all progs and data

The in-place upgrade repair fixed everything. I literally can't thank you enough right now I've been trying to fix this for 3 days and this did not come up in any of the guides I found. Thank you so much for taking the time to reply.

Now's the time to start a new routine of disk imaging with a new base (initial) image - so you have the means to restore to a previous good state.. e.g. Macrium Reflect + large enough external storage for image files. Plus you have a full backup.
