Trend Micro Remnant File Remover Tool removes any leftover Trend Micro files from your computer so you can install the latest version without experiencing any issues.

Clean install is definitely the easiest option here...

Just FYI here are the 'rules' setupdiag, exe uses in attempting to anayse log files for known cases and pick out a useful bit of info from the logs:

Thanks for both links... I may need them.
I'll see how this fourth IPU goes, using a newly created ISO. Hopefully it will work.

Personally, I'd like to do a clean install. There's a lot of Best Buy crap left on there.
Oh, and his motherboard... has no drivers...

Almost forgot... when I go to Programs and Features > Turn Windows features on or off... there's no list.
Then is the registry is corrupt and an in-place upgrade or a feature update will not work.

For example: Repair install for win 10 failing

Well... I got his smartphone working again. The 4th IPU failed, even though MS Defender updates properly.
I told him... that's it. What we need here is a clean install. There's just too much things... being weird.

I told him... no hurry. Just let me know when you have the time.
The only things he has installed are... Libre Office, SumatraPDF, and Firefox.
I installed, Speccy, Winaero Tweaker, REVO Uninstaller and Minitools Partition Wizard.

I told him it would take about 2-3 hours to reinstall Windows and all his programs.
The only reason it would take that long is for some tweaks, and he has an A10-xxxx APU and regular 7200 RPM hard drives.

Windows Defender updates separately from Windows Update.

I realised this when I used Windows Update Blocker and Windows Defender definition updates still worked.

    Hope this helps...

I hope the bios version on the motherboard is fairly up to date to install Windows 10 build 2004 or later.

If the bios is too old, the install media will not boot to the setup screen.

I thought that might be the case. I don't use Defender at all, which is why I mentioned it.

At the motherboard link in post #11... the most recent BIOS is January 2014.

I just think Best Buy put some custom Best Buy registry hack in there, to stop all but a clean install.
It would be to their monetary advantage to do that.

You can try this in safe mode and with no internet connected. Right click and run as admin.

Run option 11 then option 3 then option 2

    When complete run option 20

Reboot with no internet (switch off router) then wait around 5 minutes. Then shut down computer, switch on router and boot into windows. Connect to internet. Again wait 5 minutes and then reconfigure windows update settings then run a manual check for updates.

Also consider: If using a custom hosts file revert to default hosts file during update checks.

Also check that the SSU is installed. If it is missing then download and install it.

I just told him... it would be easier to do a clean install of Win 10.
There's a ton of Best Buy crap left on his hard drive as well.

The inability to update doesn't bother him... it bothers me.
