Windows Updates reinstall themself upon restart

    There is no need to block or hide updates when windows update is disabled all together. The problem is the security updates reappear in the list of installed updates after restart. I am asking if anyone has experience with removing security updates as windows has restricted the ability to remove them, even on the pro version.
