Disk Cleanup - Windows Update Cleanup fail

I noticed there are 3.58 GB Windows Update Cleanup files when running Disk Cleanup for OS (C:) recently. The Disk Cleanup option failed to delete these files for some reason. Any suggestion on how to remove these files permanently?

Select "OK" and "Delete Files" will not remove Windows Update Cleanup. I suspect it is related to Adobe Flash.

In addition, the Temporary files was only 388 MB if viewed under Storage in general. However, select and expand Temporary files will reveal the 3.58 GB Windows Update Cleanup files. "Remove files" did not work in this case too.

Open an elevated command prompt and run this command...

    Dism.exe /online /Cleanup-Image /StartComponentCleanup

Tried that already. However, I noticed that the operation completed at 20.0%

    Dism.exe /online /Cleanup-Image /StartComponentCleanup /ResetBase

    Dism.exe /online /Cleanup-Image /SPSuperseded

Download treesize from MS Store, any shpuld be able to identify when the 3.58 GB os stored, and then you can boot into winpe, and delete the files.
