extremely terrible performance all across PC since today's Windows Upd

Windows 10 shut down to install updates this morning and ever since, my Windows 10 laptop's performance has been extremely horrible.

Every time I restart my PC, it takes 20 - 30 minutes for Windows to fully start after logging in. Normally all my startup programs are up and running in under a minutes or three minutes at the most. Now it takes 20 - 30 minutes and some programs even fail to start.

I now have frequent system freezes and hang ups.

Also my entire PC seems to be automatically unclocked. My total CPU usage seems to be capped at 15%. Every individual program is capped at 5% CPU usage and is not allowed to go higher. No program is allowed to use more than 500 MB ram now and my network utilization is now capped at 1% and frequently only uses a mere 100kbps on a 250 Mbps connection. It took 15 minutes alone just to load the forums.

Final Fantasy XIV cannot even run as a result. Nothing loads in game because Windows is capping its network utilization, ram usage, and CPU usage. It cannot use more than 5% CPU, it cannot use more than 500 MB ram and it cannot use more than 1% network. This game operates on 15-20% CPU, 2 GB ram, and several megs of internet. As a result of the throttling from Windows, the game is unplayable. I can run it but cannot do anything in game.

All these issues were NOT a problem BEFORE Windows installed updates today. In fact, my PC ran like it could conquer anything yesterday. Now it is acting like a four year old trying to defeat a heavyweight wrestler in a match.

    Here are specs: http://speccy.piriform.com/results/0...YauFYkeJHa0uAI

Does anybody know what the problem could be?

Too many variables. I would suggest you restore your system to before the updates to see if it cures it and goes back to normal. It sounds like you just had a bad update process. It happens. No major reports of anything to this degree, so you need to reverse the update. Restore, or if you do not have a backup (not wise), uninstall the update.

p.s. - you should update your specs here on TF using the Speccy data where possible.

In case the OP is interested to know what update has been installed, s/he may go to Control Panel --> Programs --> Programs and Features --> View installed updates

Alternatively, right-click on the Start button --> Windows PowerShell
    Run the following command:

    Get-Hotfix|FT -AutoSize

Microsoft just released KB5011831 on the 'Release Preview Channel' on April 14th.
    (not yet available to everybody)

Releasing Windows 10 Build 19044.1679 to Release Preview Channel

They say they fixed an issue that delays OS startup by approximately 40 minutes!
    Maybe a coincidence?

Either way I would replace the hard drive with an ssd, if possible.
