It's for anybody to use, but sounds like a less than legitimate website.

This is a feature comparison ...

Differences between Windows 11 Home, Pro, Enterprise, and Education - Liliputing

one possibility is that some websites are less than honest, It is Acceptable for an education establishment to provide Education versions to their students, at Low prices or even free, and it has been known some sellers to do this for unrelated random buyers -

This will often result in the OS shutting down after the linked licence is unable to connect to the server to refresh, the same applies for enterprise

I would say you have about 90% or higher chance of getting a product key that will activate Windows and get you a digital license. Once you have the digital license, to avoid future problems with the product key, I would suggest you change the installed product key to the generic for Windows 10 Education: YNMGQ-8RYV3-4PGQ3-C8XTP-7CFBY.

Academic License means a license, under which an academic institution obtains a copy of the Software solely for study, instruction or non-commercial research. ... Academic Institution may allow use of the Software only by "its academic personnel and/or by students",

Neither of which acquire any rights therein.

    Plain and Simple.

It says right on link that you posted "Academic Licensing", therefore they are doing nothing fraudulent:

In order to qualify for the academic license discount, you have to be a student or teacher. But apparently in the agreement to be a Microsoft Partner, there is nothing that requires the seller to verify you are a student or teacher. Once you acquire the software as a student, when you install the software you agree to the End Users License Agreement. The EULA for Windows 10 Home, Windows 10 Pro, Windows 10 Education is exactly the same. You don't have to be a student or teacher to use Windows 10 Pro Education. You are only supposed to be a student or teacher to purchase the product key for it.

Go for it, anyway it's only one installation... You cannot reactivate that key afterwards. Even the site mention it.
