    There was actually a terms of service to read when I installed this semi-manually on one of my devices (the one where trying to install it through Update led to an error).

    Ccleaner detects two apps, the PC health one and a WU health one. Not sure if there's a relation. Both were deleted in the cleaner.

    The notification in WU about 11 stays there no matter what we try in regedit or Gpedit.

    I already have 'This PC can run Windows 11'.
    To upgrade, do I need to have 'KB5005463—PC Health Check Application' installed?

    I hope it does not just reinstall it self.
    I did just as you did on 4 PCs over the last 3 days.
    So far it has NOT reinstalled on any of them - even a "Check for Updates" doesn't make it reinstall.

    I did not get this update in Windows Update, but then I wouldn't as I had long ago installed it myself from here:
    https://www.microsoft.com/windows/windows-11

    Then I decided to uninstall it - and immediately got it reinstalled by WU as KB5005463

    It's easy enough to uninstall, either in Settings > Apps > Apps & Features, or in Control Panel > Programs and Features. Once uninstalled (again) WU hasn't tried to reinstall it again.

    No.

    Do you want to upgrade to Windows 11? If so then either wait patiently for Windows Update to offer it (you may have to wait some time, it's a phased rollout planned to run until mid-2022).

    Windows Update is Microsoft's recommended way to get Windows 11. But you can upgrade manually if you are impatient, either with the Installation Assistant or the Media Creation Tool.
