I realise that, the point I was trying to make is, that the news and interests only become available if the taskbar is at the bottom edge of the window, not if it is either side or the top
So it isn`t weird - it is by design
Now this is really weird, if you move the taskbar to any other position on the screen (left, top, right) the "News and Interests" option disappears and is not available and so does the taskbar icon for it. Move the taskbar back to the bottom and the option and icon are back.

Other effects possible if you use a double-height taskbar.
Best option if problems when disabling it (which might be related to scaling >100%) is to have icon only with open on hover off. Isn't it fun?
Don't know if this works for everyone, but here goes. I found out that screen resolution was the problem because it is set to 125% by doing some searching; changed it to 100% and that worked. Now here is the real kicker, I set the display back to 125% and had the "News and Interests" icon "Turned off" and the taskbar was messed up. I opened the taskbar context menu and clicked on "News and Interests > Turn off" which was already checked and the taskbar straightened out - of course when you logoff or reboot, you will have to click Turn off again.

After much messing around, I think this is the solution, for mine anyway. There are two settings for my display resolution, standard provided by Radeon that recommends 125% and an advanced setting provided by MS settings. I set the Radeon at 100% and the advanced setting to 125% and the taskbar seems to be holding without the News and Interests icon being displayed.

that's the whole point....
as the 3 year old halfwits at Microsoft put win 10 in a cement mixer each night, half's been falling out of a rusty hole in the drum they don't realise is there, but its OK as the cleaner has been topping up the mix with a bucket of random noughts and ones he finds in the waste bins as he goes round.
Thus every third party vendor in the world needs to rewrite there stuff every other day so it can still run on the mess that might turn on, when you fire up your machine each day.
FWIW, I just installed KB5003637 today & I do have Classic Shell installed as my taskbar. I was able to simply right click the taskbar, select "News and Interests" & choose Turn off. I've had no problems with clarity & displaying of other icons on the taskbar, so it looks like Microsoft has fixed the problem.
Pleased you got it sorted - wait until you try 11 although of course at this time it being only available on Insider, one can expect glitches as it is of course issued for testing before release as an update to 10 on suitable hardware late this year and to OEMs for installation on new computers.
