Understood - but I have never (ever) had to force any reg file to go into any specific place in the registry - like ever.

For 5 straight years - it's been double click file, confirm keys are placed - check them and good to go.

This is the only time ever - where I have done the above and they appear in a different place.

Something is wrong with your system elsewhere.
Running DISM followed by SFC may reveal some issues:

Good to know we are not seeing things :)

And I have run SFC and every possible DISM command I could find - nothing comes back as out of the ordinary. That's the frustrating part - this install is broken in a big way - yet none of those tools seem to think that it is.

May be time to wipe this thing and start over - I have spent enough time troubleshooting this now.
